Sabrina Bengel was elected in October of 2009 to serve as Alderman of the First Ward. She has been married to Steve Bengel (a native New Bernian) since 1980, and they have two children, Buddy and Becky.
Alderman Bengel was born in Harrison, New York. She attended Quinnipiac College in Hamden, Connecticut and East Carolina University.
Alderman Bengel is no stranger to the business world. She is President of New Bern Tours & Convention Services (New Bern’s Trolley Car Tours); Managing Partner of “The Birthplace of Pepsi” and R.E. Bengel Sheet Metal Co.; has been in the travel industry since 1980; previously owned and operated NS Travel, Inc. for 10 years; and was the Marketing Manager for Quixote Travels, Inc. since 2004.
Alderman Bengel is currently involved in community service as Chairman and Past President of the Friends of the New Bern Firemen’s Museum and serves on the East Carolina University Board of Visitors; Board of Directors of Craven Community College Foundation; Secretary and Honorary Member of New Bern/JT Barber High School Athletic Hall of Fame; active member of New Bern Breakfast Rotary Club, Downtown Business Council, and Historic Downtown Residents Association.
Alderman Bengel has served in the past on numerous boards and held the position of Chairman and President of many organizations. She was named Entrepreneur of the Year by the Chamber of Commerce in 1994 and is the recipient of the Paul Harris Fellow by the New Bern Breakfast Rotary Club in 2004.
Alderman Bengel is quoted, “I am passionate about my community, my university, Eastern North Carolina and my desire to have New Bern be the best it can. I remain active in all that helps to promote its most valuable resource, its people.”

Alderman Taylor was born and raised in New Bern. He grew up in the public housing projects and was raised in a single-family home along with four other siblings. He made a decision a long time ago to give back to the community. His way of giving back encompasses serving various age groups, from youth to seniors.
Alderman Taylor is actively involved in the community as seen through his membership and affiliation with several organizations, including Vision Forward, Men Empowered for Christ, Man to Man Cancer Group, Greater Duffyfield Residence Council, NAACP, National Night Out Committee, Swiss Bear, MLK Scholarship Committee, and Duffyfield Community Watch group.
Alderman Taylor is currently employed by the Division of Prisons, Department of Corrections as a Transportation Driver, and has been with them since July of 1998.
Alderman Taylor is quoted, "I am committed to improving the lives of every citizen of New Bern through community outreach and advocacy. We can make a difference!! I believe in listening to the concerns of the community and researching various issues that concern citizens. It was time for a change and unity in the community. Dennis K. (Denny) Bucher was elected to serve as Alderman of the Third Ward in October of 2009.
Alderman Bucher has been married to Diann for 45 years. They have two children, David and Stephanie Beyer Seymore. They have seven grandchildren.
Alderman Bucher spent 37 years working for The Firestone Tire & Rubber Company and Bridgestone/Firestone. During his career he held a number of management positions including Store Manager, District Manager and Regional V.P. He was President/CEO of Bridgestone’s Aircraft Tire Division when he retired in 2001. After retiring, Mr Bucher and his wife moved from Miami, Florida to New Bern.
Since retiring, Alderman Bucher has been involved in a number of areas. He is an active member of Temple Baptist Church where he has served as a Deacon and teaches an adult Bible study. He is a member of S.C.O.R.E. (Service Corps of Retired Executives) where he has assisted a number of local businesses. He is a past member of the Board of Directors of The Fireman’s Museum, Eastern Pregnancy Information Center, and is an active member of the Chamber of Commerce.
In 2005, Mr. Bucher, David, and Stephanie founded Family Tire & Auto Service in New Bern. In 2009, they opened a second location in Morehead City N.C.
Johnnie Ray Kinsey was elected to serve as Alderman of the Fourth Ward in November of 2009. He was born and raised in New Bern. He is the husband of the former Alfreda Mills, and they have been married since 1983. They have one son, Sean. Together they own and operate Kinsey Fitness Center since 1982. Alderman Kinsey has been recognized at the state, national, and international levels for his exemplary performance in the sport of amateur/professional bodybuilding.
Alderman Kinsey has served in various professional arenas including Neuse River Council of Government where he was employed as a Job Developer. He also served as a Case Manager for the "Sentenced to Read" program. Throughout Mr. Kinsey's professional tenure, he has maintained his commitment to serving his community. He is an active member of Foundation Life Fellowship Church.
Alderman Kinsey is quoted, "My goal is to meet the needs of the people that I represent not just in Ward 4, but throughout the greater New Bern community. I look forward to meeting with citizens, listening to their concerns, and working toward viable solutions for a better New Bern. My desire is to be an accountable public servant."
As a native New Bernian, Alderman White attended West Street Elementary and J. T. Barber High Schools. He served in the U. S. Army and is a Vietnam Veteran, was honorably discharged, and served several years on reserve. He has been employed at Hatteras Yachts, Texfi Industries, Hammond Electrics, and the City of New Bern. He is currently employed by MCAS, Cherry Point. He has worked in the capacities of Team Leader, 2nd Class Lineman, Relief Supervisor, and Supervisor. His educational background includes Shaw University and Craven Community College.
Alderman White has been married to Dorothea since 1971, and they have raised two sons and two daughters - Bernard Jr., Sudie, Tracey, and Charlie who have blessed their family with three grandsons and one granddaughter: Bernard III, Acacia Mohogany, Trae'ranz, and Jerry B.
Alderman White has served the community in various capacities: President of Craven County Voters' League, Former President of New Bern Parks and Recreation Advisory Board, Craven Pop Warner Youth Football, and N.B.H.S. Touch Down Committee; Coach-Stanley White Warriors, Craven Bears, H. J. MacDonald Middle School and Semi-Pro Football League (New Bern). Other memberships (Past and Present) include: NC African American Historic Preservation, Concerned Citizens of New Bern, NAACP, SCLC M.L.K. Committee, Craven County Committee of 2002, African American Men’s' Alliance, NBHS Band Parents, various PTAs, Cub-Boy Scouts, George B. Willis Lodge (PHA), and Neighborhood groups.
Alderman White, along with his parents and grandparents, has been a life-long member of Saint John Missionary Baptist Church. As a youth, he served in the BTU, Sunday School, and served as an usher. As an adult, he served as FMR Financial Secretary, Past Chairman of the Trustee Board, Men’s' Choir, and on various committees.
Alderman White was born to strong, hard-working and caring parents, grandparents, and extended family. His family characteristics have and still believe in being strong, honest, dependable, family-oriented and trustworthy. With a strong educational background, they are independent business-owners, farmers, construction craftsmen, electricians, doctors, nurses, auto industry executives, teachers, finance majors, church and community leaders and supporters who believe that “your word is your bond” and that a “family that prays together stays together.”
Dana Edwards Outlaw was elected to serve as Alderman of the 6th Ward in 2005. His office address is P.O. Box 414, New Bern, NC 28563. Dana was married to the former Susan Diane Statham, a New Bern native who passed away in 2000 at the age of 43. Susan and Dana have four children: Janet, Katie, Jenna, and Adam. Dana is the proud grandfather of three grandchildren: Taylor, Hunter and Carly. He graduated from East Carolina University in 1976 with a degree in Marketing Research/Business Administration and is presently involved in a self-storage and real estate consulting and appraisal business in New Bern. He is past Chairman of the North Carolina Appraisal Board.
Alderman Outlaw has been involved in many local civic groups since his return to New Bern in 1978, including past President of New Bern Rotary Club, past member of the Craven Community College Foundation Board, past Master of St. John’s #3 Masonic Lodge, past President of the New Bern Board of Realtors, past President of Partners in Education, and past Director of the New Bern Firemen's Museum. He still enjoys supporting the Firemens Museum through fundraising efforts.

Lee W. Bettis, Jr. was born in 1964 to Lucia “Lucille” Giovana DiAntonio, daughter of Italian immigrants, and Lee W. Bettis, Sr., an 11th Generation American whose relatives fought in the Revolutionary War. A statue of Lee’s ancestor stands near his final resting place in South Carolina.
Lee grew up in Africa, Brazil, and throughout the United States, where his Foreign Service father was stationed. Lucille, a former Peace Corps volunteer, taught school for 43 years, choosing to teach in impoverished communities where her abilities would be most helpful.
Upon graduating from high school when he was 17, Lee joined the United States Marine Corps. He was a top ranked Division I athlete in College and earned a spot on the All Eastern Conference Water Polo Team several years in a row.
When he graduated in 1987, the Honorable Les Aspin, Chairman of the Armed Services Committee, offered him a job, and Lee spent the next several years as Special Assistant to Mr. Aspin, learning the intricacies of high level government. When Mr. Aspin became Secretary of Defense, Lee continued in his private service, carrying on special projects. Lee attributes his no-nonsense approach to fiscally responsible government to Mr. Aspin’s tutelage.
Lee graduated from Brooklyn Law School in 2000, where he specialized in Constitutional Law and was asked as a second and third year student to teach Constitutional Law to first year students. Lee began his legal career with Gerald Shargel, considered New York City’s top defense attorney and currently a Professor of Law.
Lee represents a growing number of professionals from around the country who choose New Bern for its wonderful quality of life, proximity to the Neuse River, ocean and abundance of natural beauty. He is an alumnus of Leadership Craven, has volunteered for numerous organizations including Promise Place, sat as a Teen Court Judge for the past four years, raised tens of thousands of dollars for firemen and police injured in the World Trade Center attacks, promoted music and entertainment Downtown and worked tirelessly to preserve New Bern’s waterfront and the natural wonders so that people are free to enjoy them for the next 300 years.

Michael Scott Davis was appointed to serve as the City Attorney
in 2001. His office is located at 209 Pollock Street, one block
from City Hall. Scott has two children, Mary Scott and Michael.
Mr. Davis graduated from New Bern High School in 1983. He
received his Bachelor of Arts degree in International Studies
from the University of North Carolina at Chapel Hill in 1987,
and subsequently received his Master’s degree in Business
Administration from Wake Forest University in 1989. From 1989
to 1991, Mr. Davis was employed as a management consultant
with FMI Management Consultants in Raleigh, North Carolina, the
country’s largest consulting firm specializing in the
Mr. Davis received his Juris Doctor degree from Wake Forest
University in 1994. While in law school, Mr. Davis clerked
for former New Bern City Attorney, A.D. Ward. Mr. Davis returned
to Mr. Ward’s law firm upon graduating from law school
in 1994. Mr. Davis was a partner in the firm of Ward and
Davis, LLP from 1999 to 2007. He is currently a partner in the law firm of Davis Hartman Wright, PLLC.
In serving as the City Attorney, Mr. Davis manages all of
the City’s legal affairs. He represents the City in any
litigation and claims filed by and against the City; gives
day-to-day legal advice to City officials and employees; and
drafts ordinances, rules, resolutions, contracts, and policies.

The City Clerk provides administrative and information services to the Board of Aldermen, its Committees, Boards, and all City departments, as well as the citizens of New Bern. The City Clerk’s office is located on the first floor of City Hall and contributes to good and efficient government by conveying the decisions of the Board of Aldermen for action and ensuring accurate information and recordings of proceedings of the Board.
The City Clerk attends all Board of Aldermen meetings and is the safekeeper and preserva-tionist of meeting minutes, by-laws, civic agree-ments, and other related official documents. The City Clerk is responsible for acquisition and cataloging of historical records. These records are available to the City and the public for research and administrative purposes.
The City Clerk is responsible for writing deeds and selling cemetery spaces for five City-owned cemeteries. She acts as the Secretary to the Police Civil Service Board.
